Overview






GovCIO is currently seeking a Business Analyst to become a subject matter expert on our FCMT Team, supporting a specific effort to reduce the exposure and use of Veteran PII. This position works closely with the Sustainment and Integration Teams for FCMT, under the VRE PSES Program. This position is fully remote, full time and available to candidates within the Continental United States (CONUS).









Responsibilities






Analyzes and refines business requirements using Agile frameworks, creating detailed user stories and functional specifications that guide the development of software solutions. Participates in the product development lifecycle, ensuring thorough documentation and adherence to best practices in system design and user experience. Responsible for facilitating collaboration among stakeholders, gathering critical insights to enhance product functionality, and leading validation efforts to ensure solutions meet both technical and user needs. Drives the analysis and redesign of existing processes to improve efficiency and output quality. 

 

  • Analyze system requirements and business processes – this role will have a heavy initial discovery phase as requirements will be initially vague.  
  • Develop comprehensive user stories and functional specifications to meet business needs. 
  • Collaborate with project managers and software architects to plan development projects and to ensure solutions meet long-term business goals. 
  • Conduct regular stakeholder meetings to gather detailed product and technical requirements and to maintain business process documentation throughout the project lifecycle. 
  • Facilitate communication between organizational units to align operations and goals. 
  • Actively participate in enhancement/development projects, including analysis of user needs, gathering requirements, and managing scope of work documentation. 
  • When needed, lead backlog grooming, estimation meetings, retrospectives, sprint planning, and daily stand-ups to ensure smooth workflow and timely execution. 
  • Maintain documentation and assist with the development and sustainment of project deliverables, per contract.  








Qualifications






  •  

Required Skills and Experience:

  • Bachelor's degree with 2-5 years (or commensurate experience). 
  • Extensive experience in business analysis, preferably within a federal government setting. 
  • Strong experience with discovery, requirements development and working with diverse business needs. 
  • Strong understanding of Agile and Scrum methodologies. 
  • Proficient in the use of business analysis tools such as JIRA, Confluence. 
  • Must be a US citizen or authorized to work in the US. 

Preferred Skills and Experience:

  • Experience working directly with the VA or similar federal agencies. 
  • Skilled in translating complex technical requirements into functional specifications. 
  • Demonstrated ability to conduct comprehensive system and requirements analysis. 

Clearance Required 

  • Obtain and maintain a Public Trust clearance.

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

USD $75,000.00 - USD $85,000.00 /Yr.
