Opportunity

Eccalon, LLC is looking for a Senior Data Analyst to support the Department of Defense's (DOD) Office of Small Business Programs (OSBP). OSBP is responsible for the development of small business policy, oversight of DoD's small business performance for prime and subcontracting goals, administration of small business programs, industry engagement, ensuring cyber resiliency of the small business industrial base and utilization of technology and big data principles to drive market research and small business inclusion in defense procurements.

The Senior Data Analyst will provide with subject matter expertise in the overall management and performance of small business data analytics. OSBP is responsible for the analysis of federal procurement data to track small business performance towards statutory goals and to look for industries, and sectors for small business performance improvement. This includes policies and procedures for small business performance management across the DoD, supporting the establishment of small business goals for the defense agencies, utilizing tools and technologies for performance management and data analysis of small business contracting information for prime and sub-contract awards. Contractor shares this analysis through weekly reports on small business performance and ad hoc reports as needed on areas for small business improvements and recent contract awards.

Responsibilities:

  • Produce reports using the federal procurement data system (FPDS) and other data systems to assess small business performance with approximately one report per week.
  • Develop and implement a methodology to query and analyze contracting data in FPDS-NG, SAMS.GOV, eSRS and other data systems to provide data visualizations, reports, and other written products that describe small business performance and metrics.
  • Produce weekly reports on small business metrics in contracting to better monitor DoD's execution of small business utilization goals with approximately one report per week.
  • Utilize market research tools to identify and ad hoc reports on opportunities to better utilize small businesses within the defense industrial base with approximately five reports per month.
  • Draft responses to requests for data on specific Defense programs, defense industry sectors, or critical technology sectors utilizing FPDS-NG, SAMS.GOV, eSRS and other data systems to better understand small business performance, with approximately two reports per week.

Required Qualifications:

  • Eligible for SECRET security clearance.
  • Bachelor's degree in Political Science and Government, Public Relations, Public Policy, International Relations and Affairs, English, Communication, or any other related field.
  • 5+ years of demonstrated competence in public policy programming and coordination.
  • 5+ years of successfully leading Data Analytics, Business Intelligence, Database Management, and/or a combination of all three in a corporate or government setting
  • Expertise in communicating complex data insights for those without a data background
  • Deep knowledge of and demonstrated experience with Data Analysis
    • Prior experience with Salesforce,
    • Prior ETL experience; and
    • Experience with one or more data visualization tools, such as Tableau, Domo, Google Analytics, Power BI, etc.
    • Experience with Airtable, Smartsheets, relational databases / DBMS and related programming languages, such as SQL, R, and Python a plus.
  • Possess at least an earned B.A./B.S. degree in Computer Science, MIS, Statistics, or other field related to data analysis from a regionally accredited institution of higher education (or international equivalent)
  • Foresight, maturity, and the ability to present thoughtful and data-led solutions to complex problems
  • Strong interpersonal communications skills, including oral and written skills
  • Strong analytical skills
  • Synthesize complex issues into audience-appropriate policy considerations and recommendations.
  • Ability to develop and maintain contacts and interact with members of Congress and their congressional staff to proactively advance OSBP priorities.
  • Excellent oral and written communication skills, including the ability to describe laws and the legislative process.
  • Working knowledge of Microsoft Word, PowerPoint, Outlook, and Excel.
  • A willingness and aptitude to operate successfully as a part of a team that is distributed geographically
  • Demonstrated experience leading a team or teams (Preferred)
  • Experience implementing new large scale data platform across an organization (Preferred)
  • Experience teaching an organization to become more data-driven (Preferred)
  • U.S. Citizenship required

Preferred Qualifications:

  • Master's degree.
  • Legal background.
  • Experience working with Governors, working in federal or state agencies or non-profit organizations.
