Overview






Nakupuna Solutions is hiring a Program and Data Analyst to implement a broad array of work critical to the ongoing success of the Acquisition Policy and Oversight  (A/OPE/AP/PO) office and meet key deliverables that advance the mission of the office and support issues analysis, policy development, and execution oversight.









Responsibilities






The following reflects management’s definition of essential functions for this position, but management may assign additional duties and responsibilities at any time. Specific duties include:

 

The Program and Data Analyst will provide program management support, perform quantitative and qualitative data analysis, develop briefings and papers for all levels of DoS leadership, and conduct research in support of  acquisition policy and processes, including supply chain initiatives.

  • Data collection, documentation, and analysis of internal federal government acquisition initiatives.
  • Analysis and assessment of DoS acquisition policies (including supply chain) and procedures against current performance metrics and make recommendations on policy and/or process improvements.
  • Communication and development of charts, written reports, and other presentations materials.
  • Research subject matter and prepares point papers/remarks for use by senior DoS officials to internal and external organizations.
  • The development of correspondences including letters, memoranda, briefings, speeches, presentations, meeting minutes, and reports.
  • Experience collecting and compiling data for accurate reporting.
  • Serving as the liaison between the various intra-departmental offices to conduct oversight and ensure compliance with the office’s policies.
  • Prioritizing, facilitating, and coordinating workflow and communications within the office to meet time-sensitive deadlines and ensure accuracy of work products.
  • Creating, implementing, and maintaining guidelines to facilitate an efficient process, increase accuracy, and deliver timely and professionally written analysis, memos, and strategies.
  • Coordinating and interfacing with intra-departmental offices in support of the risk management policy objectives of the office.
  • Maintain project records, schedules, and files.
  • Record daily, weekly, and monthly activities/metrics.
  • Proficient in the use of Microsoft Word, Outlook, and Excel, with a particular emphasis on the ability to build and maintain several excel spreadsheets at once.
  • Use unclassified, open source, and acquisition database.
  • Contribute to reports, briefings and memoranda addressing program trends, significant accomplishments, potential problems, and other areas of importance to the highest level of the Office of the Procurement Executive and Bureau of Administration.
  • Implement new methods and findings using quantitative and qualitative methods to improve service.
  • Effectively communicate, both orally and in writing to higher government supervisors, and collaborate with employees on all levels to provide new efficiencies in the government process.
  • Review, analyze, and follow all applicable laws, regulations and policies.








Qualifications






Education and Qualifications:

  • Five (5) years of relevant Project Management experience.
  • Bachelor’s degree from an accredited institution and PMP certification preferred.

Clearance Requirement: Secret clearance is required. Must be a US Citizen.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
