Your Role

The Developer & Employee Experience team enables Blue Shield of California’s workforce through its delivery of enhanced digital capabilities, technical development, and infrastructure foundations. The Technology Business Management Specialist, Senior will report to the Director, Technical Operations. In this role, the successful candidate will support the Developer & Employee Experience team with varied, important contributions. The role will enable the organization’s demand & capacity analysis though Planview tool support and driving strategic work forward by creating and reporting on metrics dashboards.  The successful candidate will also facilitate the intake & qualification of requests of IT infrastructure and be instrumental in leading the organization in business continuity planning.

 

Your Work

In this role, you will:

  • Operate across a matrixed environment, able to manage ambiguity and to reach understanding and gain commitment to act.  Plan and perform process improvement initiatives
  • Focus on successful execution/delivery of outcomes, and maintain track record for driving change, delivering business value, and meeting commitments
  • Effectively present financial information, business case, change recommendations and respond to questions from stakeholders
  • Plan, perform and implement process improvement initiatives related to IT operational and financial management
  • Identify business process improvement opportunities, propose solutions, engage management and stakeholders to align on decisions, and revise desk level procedures to reflect changes
  • Facilitate, validate shepherd infrastructure department work intake
  • Enable high-value teams’ demand & capacity analysis, and improve financial outcomes through shepherding of workforce management tool
  • Drive organizational outcomes through tool enablement for metrics reporting and tracking 
  • Support business continuity and risk management


Qualifications

Your Knowledge and Experience

  • Requires a college degree or equivalent experience and minimum 5 years of prior relevant experience
  • Requires advanced knowledge of job area typically obtained through advanced education combined with experience. May have practical knowledge of project management
  • In depth understanding of technology solution for function, including specific experience with chosen solution at BSC –TBM/Apptio; Service Marketplace/ServiceNow; Policy and Controls/ServiceNow GRC; Demand/Capacity/Planview
  • And/or in-depth understanding and proven expertise/experience in process design methodology, tools, techniques
  • And/or in-depth operational expertise in process at BSC
  • Cross functional collaboration and engagement skills 
  • Attention to detail a must
  • A working knowledge of IT infrastructure & cloud capabilities
  • Experience in building and leveraging analytical tools to create insights and prompt action (e.g. Tableau, PowerBI) a plus
  • Enjoys working in an environment where each day is different

 

Pay Range:

The pay range for this role is: $ 99000.00 to $ 148500.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
