Overview






Remote 5 days - Must reside in the DMV (DC/Maryland/VA) area to be on-site as needed.

 

Developing the Agency Human Capital/Workforce Plan, aligned with the Agency Strategic Plan, Diversity, Equity, Inclusion, and Accessibility (DEIA) Strategic Plan, used to support the execution of Agency’s strategy. The Vendor will conduct a workforce analysis of all Agency components.









Responsibilities






  • Explicitly describe the agency-specific skill and competency gaps that must be closed through the use of agency selected human capital strategies; and describe annual human capital performance goals and measures that will support the evaluation of the agency's human capital strategies.
  • Draft and finalize a Human Capital/Workforce Action Plan for the Agency’s which addresses Recruitment, Talent Development, Retention, Employee Engagement, Diversity, and Succession Planning.
  • Draft and finalize an aligned yet distinct Human Capital/Workforce Action Plan for USMMA which describes Human Capital Plan for USMMA which addresses Recruitment, Talent Development, Retention, Employee Engagement, Diversity, and Succession Planning. 
  • Workforce/Stakeholder Communications Plan and communications templates. 
  • Compile and transfer to the Agency’s OHR all documentation of supporting activities (e.g., data analysis, briefings, etc.) 
  • Contractor must keep track of work assignments daily and submit a status report of those assignments weekly.
  • Act as a lead large-scale, multi-faceted projects that may include assessment, planning, data gathering, analysis, feedback, recommendations, reports, and other related work.
  • Work with individuals, teams and groups to improve management, leadership, conflict management, and/or related competencies and skills through coaching, dialogue, feedback and/or strategy discussions.
  • Act as lead facilitator. Facilitate group sessions to accomplish a variety of group objectives. Design group processes and manage group dynamics, including conflict. As needed, record and summarize results of facilitated sessions.
  • Lead and consult on monitoring and evaluation efforts including develop evaluation schemes/frameworks, design systems, oversee data collection and analysis, make recommendations and prepare reports.
  • Consult on other areas of Human Capital/workforce planning expertise.
  • Other duties as assigned.








Qualifications






  • Public Trust clearance.
  • BS w/3+ yrs of experience.
  • Mastery of advanced Human Resource (HR) principles, concepts, regulations, and practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve HR problems not susceptible to treatment by standard methods.
  • Knowledge of human resources management sufficient to evaluate and make recommendations concerning overall plans and proposals for complex projects and to develop, interpret, and analyze data extracts and reports from automated HR databases.
