As a Logistics Technical Data Analyst Lead you will be on a dynamic team, supporting Team Submarine and provide logistic and maintenance support to one of our customers with the U.S. Navy in the Washington, DC area. Team Submarine’s Submarine Program Offices are responsible for the acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

 

In this role, you will:

  • Oversee and manage VIRGINIA Class logistics technical data (LTD) products.
  • Be responsible for scheduling and conducting daily briefs with the Navy customer, preparation of Naval letters, tracking open commitments, database management, coordinating with external agencies, and ensuring New Construction VIRGINIA Class submarines have all LTD products required for certification. 
  • Be Responsible for the planning and tracking of all outstanding LTD for VIRGINIA Class submarines.
  • Provide accurate and timely status of outstanding LTD products to the Navy customer.
  • Prepare departmental reports for the government program manager.
  • Coordinate the tracking and routing of all correspondence related to LTD products for the Navy customer.
  • Provide product reviews, delivery oversight, and analysis of logistics products; oversee the transportation & distribution system and procedures to ensure the efficient and economical delivery of products.
  • Integrate safety, obsolescence, and engineering challenges for analysis and solution development; track solutions from engineering development to logistical implementation; validate the QA package at each stage of the process.
  • Synchronize between Electric Boat and NAVSEA to update the technical manuals.
  • Provide daily support to Integrated Logistics Services Management team; coordinate with Global Logistics team to gather best practices, develop presentations, schedule, facilitate and record quarterly community of practice meetings.
  • Review proposals and make recommendations for modifications in distribution center processes.
  • Work directly with the customers providing logistics support functions; evaluate customer support and field service commitments to ensure customer requirements are met.
  • Contribute and provide guidance to the completion of significant logistics projects; partake in weekly phone calls to track upcoming key events and prioritize the workload; harmonize with TPOC to determine required reviewers.
  • Assemble package in digital format for distribution; develop and implement the monitoring, evaluation, and improvement actions for inventory accuracy, cycle counting, and adherence to documented PO and inbound receipt procedures.
  • Build and maintain logistics KPIs; recommend and implement operational improvements, processes, and software.
  • Review and update the customer database with the current status of all changes being tracked.
  • Develop integrated processes among internal functions and outside suppliers.
  • Determine complex logistics opportunities for process improvements and inventory reductions
  • Maintain an active online community, keeping an expansive source for relevant information.
  • Collaborate with stakeholders to communicate insights for advancing shared organizational goals.








Qualifications






To be successful in this role, you will have:

  • An Active DOD Secret Clearance
  • US Citizenship
  • A Bachelor's Degree
    • An Associate’s Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree.
  • 7 years of experience (Experience with Program Management, including the acquisition process, change management and Navy program execution, Submarine Programs and Maintenance Activities highly preferred)
  • Proficient with Microsoft Office applications, preferably Excel and PowerPoint.
  • Ability to work both in a team environment
  • Ability to work independently, and often under short, multiple deadlines
  • Ability to travel up to 10% of the time as needed.

Additional desired experience and skills:

  • Experience as a Retired Navy Chief
  • Experience with the Navy and specifically within Team Submarine or on-board submarines
  • An active NMCI account and CAC.
  • Knowledge of USN Submarines
  • Five years of experience with Submarine Programs and Maintenance Activities.
  • Experience leading a project and interfacing with an end item customer.
  • Knowledge of Program Management, including the acquisition process, change management and Navy program execution.
  • Active-Duty Experience in the submarine service.
  • Recent experience in Depot or IMA level maintenance of Submarines would be ideal.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $96,936.08 to $157,519.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
