The Financial Support Office (“FSO”), headquartered in the Federal Reserve Bank of Boston, is a national function providing financial management leadership for all twelve Federal Reserve Banks and the business lines and support areas they host, an operation with a $6 billion plus operating budget and nearly $1 billion capital budget. The FSO is responsible for developing and maintaining key technology applications including the General Ledger of record and the customer account tool for depository institutions. The team serves as the product owner for the financial tools in the Workday platform. The FSO also acts as a shared service center, providing centralized accounting and travel reimbursement services for Federal Reserve Banks as well as customer service technology support for depository institutions. The Financial Management team within the FSO is responsible for leading the development and management of strategically aligned budgets and forecasts, overseeing the cost accounting methodology and implementation, partnering with business leaders on financial projections, and ensuring the development of annual financial services cost and revenue components in support of reporting on the financial performance of the Federal Reserve’s financial product offerings to depository institutions.

The FSO delivers critical insights and analytics solutions across the organization. The Lead Data Analyst’s role is to accelerate time to insights and action across FRB by providing targeted analytical expertise support, reliability, and consistency in data practices. The role supports the FSO in providing self-service analytics, responding to ad hoc requests, providing capable and accurate analytics and statistical support, as well as serving a key role in data management. The role will involve working within FSO or directly with stakeholders to define business requirements and understand data needs, develop data pipelines to automate the flow of information, develop visualizations to support decision making, and build statistical models to perform descriptive, diagnostic, and predictive analyses. An important responsibility in this role will be to effectively communicate compelling analytics to help leaders across the System better understand and leverage their data, enabling decision making supported by data. This role will work cross functionally and requires the ability to operate with substantial latitude for action; it will be a good fit for someone who is a self-motivated team player.

Principal Accountabilities:

  • Independently deliver and manage direction for end-to-end solutions leveraging data to support business objectives of FSO
  • Meet with department stakeholders to define requirements, iterate on solutions, right-size solutions by evaluating costs and benefits, and communicate results that are succinct and easy-to-understand
  • Gather data and translate business requirements to provide appropriate analytical solution to solve business problems, ranging from basic reporting to advanced analyses such as predictive/prescriptive analytics, ML, NLP, and other advanced statistical techniques
  • Deliver dashboards, graphs, visualizations, and supporting reports that enable teams to measure success and support decision-making
  • Introduce external best practices and innovative solutions and identify areas for improvement beyond the initial request from stakeholders
  • Actively collaborate with other functional groups outside of the FSO, such as the FRBB Data & Analytics team
  • Influence others and motivate positive change in data literacy and data management
  • Provide oversight, guidance, and knowledge-sharing with members of the FSO including, but not limited to, coding and statistical expertise, code and product review, and contributing as a senior leader on the team to establish and adhere to industry best practices
  • Lead Bankwide and/or System IT workstreams
  • Serve as active participant in data-centric communities of practice/governance teams
  • Performs other duties as assigned

Supervision: 

  • Manage 0-3 individual contributors

Knowledge and Experience:

  • Knowledge and experience normally acquired through, or equivalent to 5+ years experience and a Bachelor's degree in any of these fields: mathematics, statistics, computer science, data science/analytics, or similar quantitative fields (master’s degree preferred)
  • 6+ years of applied experience with industry standard development tools such as Python, R; experience with visualization techniques and tools such as Tableau, Power BI, RShiny, Python Dash; experience with project management and collaboration tools (e.g. JIRA, git, etc.).
  • Advanced SQL knowledge and experience working with relational databases
  • 1+ years of experience with cloud data services such as AWS, Azure (preferred)
  • Advanced experience data modeling and understanding data structures, benefits, and limitations
  • Advanced experience with statistical analysis and reporting
  • Experience leading and influencing a complex, cross-function project team
  • Excellent problem-solving skills and experience working independently with minimal oversight.
  • Passionate about telling data stories through visualization and dashboards.
  • Committed to making analysis succinct and digestible.
  • Experience with gathering requirements from various stakeholders and presenting the results to technical and non-technical audiences.
  • Highly effective written and verbal communication skills
