Job Summary

The HR Project/Data Analyst provides essential support in project management and data analysis, driving strategic initiatives within Loudoun County’s Human Resources Department. This role offers the opportunity to lead data-driven projects, draft HR policies, research industry best practices, and offer insights that shape key decisions across HR programs. The HR Project/Data Analyst partners with HR leadership to enhance HR practices, compliance, and strategic planning. This position reports to the Assistant Director, Workforce Planning and Compensation. Core responsibilities include:

  • Conduct in-depth analysis of HR policies and programs, identifying areas for improvement and clear actionable recommendations.
  • Support HR initiatives by developing analytical models, conducting data analysis, and generating insights for strategic planning and workforce management.
  • Lead and manage complex HR projects, including defining project goals, timelines, and deliverables.
  • Create comprehensive reports and presentations for HR leadership utilizing infographics and state-of-the-art data visualization techniques, interpreting data trends and providing informed recommendations.  
  • Monitor state and federal legislation affecting HR policies, work closely with the County’s Legislative Liaison for compliance updates.
  • Collaborate with HR leadership to establish performance metrics and benchmarks for HR programs.
  • Serve as a primary resource for HR data analysis and policy development, aiding in the creation of effective, fact-based solutions for emerging HR issues.
  • Assist in the development of strategic plans by providing data-driven insights and recommendations.

Hiring Salary: Commensurate with experience.  

Minimum Qualifications

A combination of education and experience equivalent to a bachelor’s degree in Human Resources, Data Science, or a related field, and three (3) years of experience in HR data analysis, project management, and policy development. Experience developing infographics and presenting information/data in a clear, concise manner based on audience. Experience in local government and professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred.

  • Strong knowledge of HR principles, policies, and practices, including data analysis, policy development, and project management.
  • Advanced skills in data analysis, including proficiency with analytical tools and software such as Excel, Tableau, or Power BI.
  • Excellent project management skills, with the ability to lead complex projects and meet tight deadlines.
  • Strong oral and written communication skills, with the ability to present data-driven insights and recommendations clearly and effectively.
  • Skilled in problem-solving and critical thinking, with the ability to make informed, evidence-based decisions.
  • Ability to interpret and apply HR regulations and legislative changes.
  • Experience in policy analysis, program evaluation, and delivering data-based recommendations to leadership.
This position is FLSA Exempt and may require work beyond the standard workweek.
