Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as Health Equity Data Analyst 2 for the Division by planning, organizing, formulating and performing demographic and health equity analysis research activities of a highly complex, scientific and technical nature. Participates in activities and research involving health equity methodology and modeling. Prepares reports and presentations on health equity and disparities with a specific focus on social determinants of health. Serves as working supervisor.

Job Responsibilities

1.  Under general direction, directs and participates in complex health equity data projects.
• Collects, edits, and interprets health equity data
• Collaborates on the development of a health equity data framework.  
• Reviews health equity data produced by the Department and other states and federal agencies.
• Reviews and refines health equity methodology used in health equity analysis.
• Participates in other related assignments.


2.  Designs complex health equity analysis projects of a broad scope to ensure the development of technically sound, innovative and high-quality programs in the area of health equity data analysis.
• Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
• Measure project performance using appropriate systems, tools and techniques.
• Create and maintain comprehensive project documentation.
• Leads projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plans, including risk mitigation.
• Performs highly technical studies testing and evaluating methods, data, and analyses required for the various phases of programs to ensure that accurate, technically sound and high quality health equity data are complete and available for IDPH, state and federal programs and for other uses.


3.  Organizes, maintains, and makes additions to current data series, creating new and better series and making maximum use of existing data sources related to health equity.
• Evaluates techniques and research being proposed as alternatives to the existing methods and program research currently in use by the division and the Department. Coordinates, researches and completes projects on health equity analysis, etc. to ensure accurate and timely reporting for publications and clients.
• Organizes, computes and maintains health equity and related data for a wide variety of projects for the division, local health departments, and State Health Improvement Plan (SHIP)

4.  Serves as working supervisor:
• Assigns and reviews work
• Provides guidance and training to assigned staff
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs
• Establishes annual goals and objectives
• Approves time off
• Prepares and signs performance evaluations

    
5.  Consults within the Department and with other agencies in matters related to health equity analysis events to improve the reliability and quality of the data of the division.
• Cooperates with other public and private agencies in conducting health equity-related analyses, surveys, and research projects through consultation and fulfilling requests for health equity data.


6.  Participates in and serves as a technical consultant in projects involving health equity analysis, preparation of special reports, data visualization, analyses, monographs and publications.


7.  Develops spreadsheets, databases, and other software applications for health equity analysis within the Department.


Minimum Qualifications

  • Requires a Doctoral degree in anthropology, biochemistry, chemistry, medicine, physiology, psychology, sociology, behavioral science, criminal justice, criminology, statistics, mathematics or a related science and requires one year of professional research experience

OR

  • Requires a master’s degree in anthropology, biochemistry, chemistry, medicine, physiology, psychology, sociology, behavioral science, criminal justice, criminology, statistics, mathematics, or a related science with three years of professional research experience.

Preferred Qualifications

  • Two years experience directing or participating in complex health equity data projects with a focus on how race, ethnicity, culture, societal educational, professional background, age, gender, religion, disability, sexual orientation, and social determinants of health may impact public health in a professional or academic setting.
  • Two years experience designing complex health equity analysis projects in a professional or academic setting.
  • Two years experience organizing, maintaining, and making additions to current data series, creating new and better series and making maximum use of existing data sources related to health equity in a professional or academic setting.
  • Two years of experience creating and presenting data to stakeholders at state or national conferences or written communication for professional and community use in a professional or academic setting.
  • One year experience using statistical software such as SAS, R, SPSS, SUDAAN, or STATA in a professional or academic setting.
  • Two years experience developing spreadsheets, databases, or other software applications and preparing data visualizations using Tableau, Power BI or other data visualization software or Excel charts/graphs for health equity analysis in a professional or academic setting.
  • One year experience serving as a supervisor or mentor in an academic or professional setting, providing assignments, guidance, and evaluation of other’s work.
