JOB OVERVIEW


Xcel Engineering is seeking a GIS Software Developer to provide application development and maintenance services for a top research lab in East TN. You will be responsible for the development, maintenance, testing and on-going support of enterprise level solutions. You will specialize in the development and support of GIS-related applications as well as other web applications using technologies ranging from ASP.NET Web Forms to Vue.js and .NET Core using programming languages such as C# and Python. This position offers formal training and opportunities to work with Esri ArcGIS, the leading mapping and spatial analytics software.


ESSENTIAL FUNCTIONS

  • Contribute to the design, development, and maintenance of software used for the archival, distribution, visualization, and analysis of data.

  • Contribute to the design, development, and maintenance of software used to support the various functions across a directorate that provides facility and asset management, utilities distribution, logistical services, specialty technical services, construction, emergency management, and security services for the Department of Energy's largest multi-disciplinary research laboratory.

  • Implement enhancements and resolve technical issues related to legacy software built on the ASP.NET Web Forms, ASP.NET MVC, C#, and Microsoft SQL Server suite of technologies.

  • Resolve technical issues related to Esri's ArcGIS family of software and related technologies.

  • Model, implement, and develop queries for Microsoft SQL Server databases.

  • Develop web mapping applications and visualization tools.

  • Assist with ArcGIS Server and Portal administration.

  • Design and develop Single Page Applications using ASP.Net, Vue.js, and Vuetify.

  • Design and develop middle-tier code using C# and .Net Core.

  • Act as an analyst for the implementation and support of web applications.

  • Facilitate the gathering and documenting of user requirements through application design sessions with business customers.


BASIC QUALIFICATIONS



  • Ability to obtain and maintain a DOE Security Clearance if needed which requires US Citizenship.

  • Bachelor's degree in computer science, software engineering, computer information systems, GIS or related technical/science degree. An equivalent combination of education and experience may be considered.

  • 3+ years of relevant experience in the following:

  • Designing and querying relational databases (e.g., Microsoft SQL Server, Oracle)

  • Formalized application development and debugging techniques.

  • Design and development of web applications using the Microsoft stack of tools and technologies such as ASP.NET, ASP.NET/MVC, ASP.NET CORE Web API, C#, SQL Server, Visual Studio/Code, and Team Foundation Server.


DESIRED QUALIFICATIONS



  • Experience with GIS software.

  • Understanding of geographic data and geospatial analysis.

  • A strong interest in learning GIS concepts and technologies.

  • Experience developing single-page web applications with Vue.JS and Web API.

  • Experience with .Net Framework (4 or greater) and/or .Net Core (3 or greater)

  • Experience using Git.

  • Understanding of secure web coding techniques to prevent exploits (e.g., injection, XSS, broken access control)


PHYSICAL REQUIREMENTS & ENVIRONMENTAL CONDITIONS



  • Inside office environment.

  • Working on a computer for long periods of time.

  • May involve long period of sitting at a desk.

  • The work environment is fast-paced and sometimes involves extreme deadline pressures.
