Position Profile


The Administrative Office of the Courts (AOC) is seeking a qualified individual to take on the role as our next Business Analyst within the Data Quality Team. This position provides expert data analysis, problem solving, documentation, process engineering, and data reporting.  

 

This position works under the general guidance and supervision of a Supervisor under the Court Services Division. The Business Analyst works closely with business and technical staff at AOC, partner agencies, judicial officers, court clerks, court administrators, and other court personnel to resolve data quality issues and proactively outline business practices that produce high data quality results for court data. Decision-making is carried out according to general guidelines and defined rules/procedures, although some areas require interpretation and/or development of possible approaches.

Salary:         Range 68: $82,512 - $108,252 per year (DOQ).

*Duration:    This project position that is currently funded through June 30, 2025 and is dependent on continued funding. While not guaranteed, additional funding is being sought after in a benefits package through the 2025 legislation.

 

 

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

 

AOC requires employees to reside in Washington State.  Any exceptions must be approved.  If you are invited to interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager of this recruitment.
 
 
Position is eligible to telework up to four (4) days per week.


Duties and Responsibilities


Some of the duties you will perform are: 

  • Manages the contribution of diverse stakeholder groups in development and evaluation of significant court processes and practices in alignment with data quality standards.
  • Provides business consultation to project stakeholders regarding data quality issues and initiatives.
  • Works with other data quality stakeholders to define enterprise level strategies, processes, and procedures. 
  • Contributes to the research, analysis, and documentation related to the availability, completeness, or integrity of court data. 
  • Plans, schedules, and leads the management of requirements for complex solutions involving court data.
  • Elicits business requirements from internal and external subject matter experts.
  • Serves as a liaison between stakeholders and technical personnel to ensure that data needs are clearly defined, understood, and translated into technical solutions.
  • Translates business requirements into user stories, use cases, and acceptance criteria.
  • Develops and maintains requirements documentation.
  • Develops and maintains requirements traceability matrices for requirement management and re-use.
  • Analyzes requirements for completeness and testability.
  • Reviews test results to confirm that test acceptance criteria have been met.
  • Recommends system enhancements and business process changes to improve data quality. 
  • Safeguards confidential data.
  • Performs other duties as assigned.


Qualifications and Credentials


  • Master's degree in computer science, information systems or related technical/business discipline with one year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.
     

OR 

  • Bachelor's degree in computer science, information systems or related technical/business discipline AND four (4) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs. 

OR

  • Associate’s degree in computer science, information systems or related technical/business discipline AND six (6) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs. 

OR 

  • Eight (8) years of information technology experience which includes three (3) years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing, and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs. 

*Relative IT Experience includes systems and software requirements development and management, software or systems development following the software development lifecycle and project management practices.

 

THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES


  • Strong knowledge and experience of data quality principles and practices.
  • Understanding of the Washington State Judicial System, including the jurisdictional limits and responsibilities of each level of court, and the roles and responsibilities of judicial staff and related justice partners.
  • Proficient in preparing accurate written documentation related to data quality, business processes, and court business operations, risk findings, issue resolution, and other written communication. 
  • Ability to plan and organize assignments to create timely and accurate work products.
  • Ability to work efficiently, remain focused, and handle interruptions effectively.
  • Expertise in, and aptitude for, presentation, interpersonal, written, and oral communication when communicating with business and technical audiences.
  • Strong written and communication skills.
  • Excellent people skills, including patience, diplomacy, and ability to negotiate. 
  • Consistent demonstration of AOC Values - Integrity, Teamwork, Customer Service, Honesty, Communication, Respect, Accountability and Trust.
  • Ability to identify and analyze patterns, trends, and root causes in data sets.
  • Ability to understand data schemas, data models, data reporting, and data platforms.
  • Washington State court experience or understanding.
  • Experience using database platforms such as SQL to perform work duties, run reports, create data queries, and analyze data. 
  • High comfort level working with remote communication tools (e.g., Zoom, GoToMeeting, and Microsoft Teams). 
  • Ability to prioritize effectively, demonstrate excellent time management skills, and coordinate with team members. 
  • Ability to multi-task and meet urgent deadlines while maintaining regular responsibilities and workload.

  • Workweek may fluctuate depending on workload or agency need.
  • Travel (including overnight) may be required to meet job responsibilities.  
  • Positions in this job description are overtime exempt unless they are paid hourly and/or do not meet Washington’s Minimum Wage Act salary threshold.
