Position Summary

The BEST Program Data Analyst/BI Engineer will work with a team comprising BEST Program staff, agency business and technical Subject Matter Experts (SMEs), and the new solution system integrator (SI) and product vendor. This role is essential to the Commonwealth of Massachusetts’ Business Enterprise Systems Transformation (BEST) Program, which aims to implement a comprehensive Enterprise Resource Planning (ERP) software solution to support financial management functions for state agencies.

Key Responsibilities

• 
  

  Data Management and Reporting:

  
  
  
  
  • Develop and implement data reporting and analytics strategies.
  
  
  • Create and configure complex queries, reports, and dashboards for the Financials solution.
  
  
  • Document configuration decisions and guide report developers during the configuration stage.
  
  
  • Participate in testing configured reports and dashboards and assist in organizing user testing.
  
  
  • Support data access and improve data quality for reporting and analytics.
  
  
  • Integrate data from diverse sources using ETL processes and manage data pipelines.

  Business Analysis:

  
  
  
  
  • Gather requirements from agency business users and technical staff.
  
  
  • Understand and document current reporting needs and data analytics requirements.
  
  
  • Develop strategies for identifying reporting needs and data analytics across the user community.

  • Perform SQL and DAX queries and functions in Power BI.
  
  
  • Utilize cloud data warehouses such as Snowflake and Redshift.
  
  
  • Familiarity with Snowflake Data Sharing, Snowpipe, and Snowpark.
  
  
  • Experience with ETL tools like Pentaho/Informatica.

  • Provide technological expertise and create training materials to support report writing and data system use.

Required Skills

  • Minimum of 5 years of experience in business intelligence/reporting and data warehousing.
  
  
  • Proficiency in designing, developing, and deploying business analytics dashboards using Power BI.
  
  
  • Strong knowledge of structured data, data quality concepts, and best practices.
  
  
  • Experience with Cloud Data Warehouses like Snowflake and Redshift.
  
  
  • Familiarity with ETL tools and proficient in SQL.
