Primary Purpose:
To support Region 16’s mission by leading the development, alignment, and monitoring of program-level and ESC-wide goals and metrics. This position facilitates teams in building theories of action and strategic plans tied to measurable outcomes, fosters cross-team collaboration around shared performance indicators, and provides clear, data-driven recommendations to leadership. The role compiles, analyzes, and summarizes data from multiple sources to evaluate initiatives, services, and products, and communicates findings through stakeholder-ready reports, dashboards, and data stories that guide continuous improvement.
Qualifications:
Education/Certification
- Bachelor’s degree required upon hire.
- Master’s degree preferred.
Skills
Experience:
- Minimum of 5 years education, instruction, or training experience required.
- Experience working in education preferred.
- Three years of campus or central instructional program design, management, and/or evaluation preferred.
- Grant research, proposal writing, and submission experience preferred.
- Experience supporting strategic planning, performance management, or organizational metrics preferred.
- Experience in data collection methods, survey development, data integrity checks, and quality assurance processes preferred.
- Experience applying basic statistical techniques (trend analysis, comparisons, summarizing and interpreting results) to support decision-making preferred.
- Experience translating complex data into clear visuals, summaries, and recommendations for non-technical audiences preferred.
Special Knowledge/ Skills:
- Working knowledge of adult learning theory and instructional program evaluation.
- Proficiency with descriptive and inferential statistics; ability to select appropriate analytic methods.
- Strong data visualization, dashboarding, and reporting skills (e.g., Excel, Power BI/Tableau/Looker Studio, or similar).
- Ability to organize and manage large datasets from disparate systems; strong attention to detail and data quality mindset.
- Demonstrated ability to take projects from concept to completion with minimal supervision.
- Ability to work cross-functionally with multiple service areas, districts, state agencies, and external clients.
- General knowledge of public school SIS, finance systems, and survey design tools.

Major Responsibilities and Duties:
- Lead teams to design and develop ESC and program metrics, milestones, and work plans.
- Support the Strategic Planning and Implementation Team (SPIT), including facilitation, documentation, and progress monitoring.
- Own day-to-day Planning and Performance Management (PPM) processes: calendar, templates, progress checks, and reporting.
- Organize, clean, validate, and integrate data from multiple systems to ensure analysis is reliable and fit for use.
- Develop and maintain data dashboards and reporting mechanisms in collaboration with departments and organization leadership.
- Design, distribute, analyze, and interpret surveys and other data collection tools.
- Create data stories (written, visual, and/or presentation-based) that translate complex findings into plain-language action steps.
- Plan and coordinate evaluation or research projects with Region 16 service areas, districts, and agencies to assess effectiveness and guide improvement.
- Help manage the Education Data Resource (ERG) dashboard and prepare district-level data reports as assigned.
- Work alongside technology staff, including the Data Scientist, to construct data dashboards for the organization.
- Facilitate and coordinate data collection for the Rider Report, including gathering, validating, and synthesizing information from Region 16 ESC staff and district superintendents, ensuring reporting requirements are met every two years.
- Support and maintain data reporting and analysis for the Texas Education Exchange.
- Travels as a part of job responsibilities.
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the service area director. A functioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly.
